Council Highlights for May 25, 2026

Public Hearing Held for Land Use Bylaw Amendment
Council held a public hearing for Bylaw 2026-10, an amendment to Land Use Bylaw 2025-14 related to future residential development in Phase 7 of The Vistas. The amendment supports a broader mix of housing types, including rowhouses and multi-family development opportunities.
Council Action: Council held the public hearing and gave second and third readings of Bylaw 2026-10.
Emergency Management Annual Update Presented
Council received the Town’s annual emergency management update, which outlined ongoing preparedness work completed under the Emergency Management Act. Administration highlighted recent tabletop emergency exercises, annual reviews of the Municipal Emergency Management Plan and continued coordination with the Alberta Emergency Management Agency.
Council Action: Council accepted the Emergency Management update for information.
Protective Services Shared First-Quarter Report
Council received the Protective Services first-quarter report for 2026, which included updates from Fire Services, Municipal Enforcement and Emergency Management.
Highlights included:
- More than 1,200 firefighter training hours completed in the quarter
- A $15,000 grant received from Plains Midstream LLC toward replacement hydraulic rescue tools
- Expanded community outreach and emergency preparedness planning
- Increased patrol hours in playgrounds and school zones
Council Action: Council accepted the Protective Services Q1 report for information.
Rezoning Bylaw Introduced for Future Housing Development
Council gave first reading to Bylaw 2026-15, which proposes rezoning land at 5360 65 Avenue from Traditional Neighbourhood District to Mixed Use Node District to support a future residential development concept that includes stacked townhomes and a broader range of housing options.
Council Action: Council gave first reading to Bylaw 2026-15 and set a public hearing for June 22, 2026.
Proposed Amendment for Religious Assembly Use Advances to Public Hearing
Council considered Bylaw 2026-16, which proposes adding Religious Assembly as a discretionary use at 5807 47 Avenue within the Light Industrial District.
Council Action: Council gave first reading to Bylaw 2026-16 and set a public hearing for June 22, 2026 at 1 PM in Council Chambers.
New Subdivision and Development Appeal Board Agreement Approved
Council approved Bylaw 2026-17 to formally establish an agreement with Red Deer County for Subdivision and Development Appeal Board services following the closure of Parkland Community Planning Services. The bylaw ensures the Town continues to meet Municipal Government Act requirements related to development appeals.
Council Action: Council gave first, second and third readings to Bylaw 2026-17.
New Access to Information Bylaw Approved
Council approved Bylaw 2026-18 related to Alberta’s new Access to Information Act and Protection of Privacy Act legislation. Administration noted this is part of a phased approach toward meeting the Province’s June 11 compliance deadline.
Council Action: Council gave first, second and third readings to Bylaw 2026-18.
Council Considered Short-Term Rental Application
Council reviewed Development Permit PRMO-2026-0067 for a proposed short-term rental at 5210 44 Street. Administration recommended refusal due to concerns about having multiple short-term rental units operating on a single parcel within the Low-Density Residential Legacy District.
Council Action: Council denied Development Permit PRMO-2026-0067.
Mountain View Power Spring 2026 Community Grant Recipients Announced
Council approved the Mountain View Power Community Grant Committee’s Spring 2026 funding recommendations. The grants support projects focused on accessibility, recreation, arts and facility upgrades.
Approved grants included:
- Olds Humane Society – $18,200 for window and door replacements
- Mountain View Emergency Shelter Society – $13,618.81 for children and youth recreation spaces
- Accredited Supports to the Community – $4,700 for a Hoyer Lift
- Olds Community Chorus Society – $475 for a vocal skills workshop
Council Action: Council approved the Mountain View Power Community Grant Committee’s Spring 2026 recommendations as presented.
