Council Highlights for April 27, 2026
Below is an overview of Council discussions and decisions from the Regular Council meeting on April 27, 2026:
Alberta Utilities Commission (AUC) Presentation on Provincial Approvals Process
Council received a presentation from the Alberta Utilities Commission on its role in the permitting of power plants, such as those required for AI data centres. This presentation included information on regulatory review process and opportunities for public participation. Given strong community interest in the proposed data centre projects, Council invited the AUC to help further public understanding. The AUC has committed to scheduling a similar presentation for the general public in the coming weeks. The Town will share that information as it becomes available.
Council Action: Council accepted the Alberta Utilities Commission presentation for information.
2025 Audited Financial Statements
Council received the Town’s 2025 audited financial statements and audit findings from Metrix Group. Audit materials noted no significant control deficiencies were identified, and no significant audit findings were brought forward. The financial statements show long-term debt decreased from approximately $26.9 million to $22.2 million in 2025 and report an annual surplus of approximately $1.2 million.
Council Action: Council accepted the audit findings and approved the 2025 consolidated financial statements.
Community Services Quarterly Report
Council received the first quarter Community Services report, which provides updates across Parks and Recreation, Community Development, Mountain View Power, and Communications and Engagement. The report was presented for information and provided a snapshot of divisional priorities, accomplishments and upcoming work.
Council Action: Council accepted the Community Services Quarterly Report for information.
2026 Tax Rate Bylaw and Related Budget Adjustment
Council considered second and third readings of the 2026 Tax Rate Bylaw following direction previously provided to proceed with maintaining the 2025 municipal tax rates
Maintaining the same municipal tax rates is expected to generate additional revenue through assessment growth, with an estimated impact of approximately $21.92 per month for an average residential property.
The report also proposed a $535,086 operating budget adjustment, to be transferred to the Asset Replacement and Rehabilitation Reserve to support future infrastructure needs and long-term financial sustainability. Administration also noted increases in school and seniors housing requisitions, which the Town collects but does not control.
Council Action:
- Council gave second and third reading of Bylaw 2026-11
- Council approved a $535,086 operating budget adjustment for reserve transfer
Subdivision and Development Appeal Board Bylaw and Appointments
Council considered a new bylaw to establish a local Subdivision and Development Appeal Board in response to the dissolution of the regional model administered through Parkland Community Planning Services. The bylaw would maintain appeal capacity and support a pending appeal that must be heard in early May. Council also considered appointments to the board.
Council Action:
- Council gave first, second and third readings of Bylaw 2026-12
- Council appointed Joseph Henderson, Earl Graham, and Cheri Neitz as Subdivision and Development Appeal Board Members
Long Sky Land Agreement To Transfer Ownership
Council considered an agreement that would see approximately 60 acres of Long Sky lands transferred to the Town in exchange for forgiveness of outstanding servicing costs and interest related to infrastructure installed under a 2016 Land Exchange Agreement. Administration noted the proposal would convert uncertain debt recovery into a tangible municipal asset, while positioning the lands for future development aligned with municipal priorities.
Council Action: Council approved the Long Sky Land Agreement.
