TOWN OF OLDS
BYLAW NO. 2024-46
BEING A BYLAW TO PROVIDE MUNICIPAL ELECTIONS IN THE TOWN OF OLDS.
WHEREAS the Municipal Government Act, Revised Statutes of Alberta 2000 Chapter M-26, and all amendments thereto, authorizes Council to pass bylaws in relation to conducting municipal elections;
WHEREAS the Local Authorities Election Act, Revised Statutes of Alberta 2000 Chapter L-21, and all amendments thereto, authorizes Council to pass bylaws to enact procedures and regulations in relation to conducting municipal elections;
NOW THEREFORE the Council of the Town of Olds in the Province of Alberta, duly assembled, enacts as follows:
Title
1. This bylaw may be cited as the “Municipal Election Bylaw”.
Definitions
2. Words used in this bylaw will have the same meaning as ascribed to them in the Act unless otherwise specified below:
Election Administration
3. That the Legislative Clerk of The Town of Olds is hereby appointed the Returning Officer for The Town (hereinafter referred to as the "Returning Officer") for the purpose of conducting elections under the Act.
4. That the Human Resources Manager of the Town of Olds is hereby appointed the Substitute Returning Officer for the Town (herein referred to as the “Substitute Returning Officer”) for the purpose of conducting elections under the Act.
5. The Returning Officer is authorized to negotiate and enter into agreements on behalf of the Town for the conduct of the municipal general election subject to and in accordance with Town policies and procedures.
Institutional Voting
6. The Returning Officer is authorized to designate appropriate dates, times and locations of one or more institutional voting stations for the purpose of conducting an election.
Early Count
7. The Returning Officer is authorized to commence the counting of the advance vote ballots and the Institutional vote Ballots at 7:30 p.m. on Election Day at the designated

counting centre.
Severability
8.If any portion of this bylaw is declared invalid by a court of competent jurisdiction, thenthe invalid portion must be severed, and the remainder of the bylaw is deemed valid.
Repeal
9.The following Bylaw and all amendments thereto are hereby repealed:
•Bylaw 2023-11 Election Bylaw
Effective Date
10.This Bylaw shall come into effect at such time as it has received third reading and hasbeen signed in accordance with the Municipal Government Act.
