Mountain View County and the Town of Olds have signed a new long-term Fire Sub-Agreement, setting out funding and service levels to be shared by the municipalities.
Since January of 2016, Mountain View County and the Town of Olds have worked collaboratively under the framework of an Intermunicipal Cooperation Committee (ICC) Master Agreement, providing them with direction on how to determine the delivery and funding of services that benefit the residents of both municipalities including fire, recreation, and library, among others.
Negotiations between the parties regarding the Sub-Agreement have been ongoing through the municipalities’ ICC, with both municipal councils agreeing to the Sub-Agreement in belief of its fairness and equitability to both parties.
The new Fire Services Sub-Agreement respects the Town of Olds’ position as the Managing Partner of the Olds Fire Department by empowering them to make operational decisions related to the department in a fiscal framework that also indexes Mountain View County’s contributions to the Consumer Price Index to provide the County assurances on future cost escalations. The long-term agreement is tied to the Intermunicipal Collaboration Framework Master Agreement held between the two parties, meaning that the term of the agreement is ongoing with an opportunity for review and renegotiation in 2027.
“The agreement provides a predictable and sustainable service structure and the continuation of the high level of fire services that are shared between Mountain View County and the Town of Olds’ rural fire district.” says Mountain View County Reeve, Angela Aalbers. “We are very pleased with the terms of this agreement and the willingness of our two Councils to work together in an effort to provide the best value for the ratepayers in both of our municipalities.”
“With fire protection services, stability and sustainability are of the utmost importance. This agreement achieves that for both the Town and the County while also benefitting the entire Olds region,” said Town of Olds Mayor Judy Dahl. “Both Councils have worked hard to reach this agreement and we look forward to further strengthening our collaboration in the years to come."
The new Fire Sub-Agreement became effective after signing took place at the Mountain View County municipal office on December 20, 2022, after conducting a special meeting of the two councils.
