Council Highlights October 15, 2024 

Below is a quick summary of Council discussions and decisions from the Regular Council meeting on October 15, 2024: 

Bylaw 2024-37 – Amendment to Land Use Bylaw 01-23 – Second and Third Reading  

The applicant’s plans for the parcel also require some changes to the commercial highway district itself. After a well-attended public hearing the amendment did not pass.  Council then directed administration to bring back the East Olds Area Redevelopment Plan with options for amendment.  

  

Bylaw 2024-38 – Northeast Area Structure Plan  

The primary purpose of the plan is to ensure that Olds maintains a sufficient inventory of developable industrial land for the foreseeable future, with a high-quality gateway commercial component along the more visible areas along highways entering from the north and east. With no concerns or objections at the public hearing, this bylaw was accepted by Council.*  

  

Bylaw 2024-41 – Amendment to Land Use Bylaw 01-23 – First Reading  

The Town has received an application for a Land Use Bylaw amendment to rezone the parcel of land at 5402 - 50 Street from low density housing to medium density housing.  

A public hearing was set for November 12, 2024 at 1:00 PM in the Council Chambers.  

  

Community Standards Bylaw 2024-32 - Second and Third Reading  

Municipal Enforcement (ME) has undertaken a detailed review of the Community Standards Bylaw (CSB) to ensure its alignment with current legal frameworks and community expectations. Key milestones include the finalization of the Traffic Bylaw 2024-04 and the Animal Bylaw 2024-06, along with several amendments. Council provided the final two readings and the new CSB in in effect.  

  

Bylaw 2024-44 – Amendment to West View Area Structure Plan – First Reading  

This bylaw seeks to update the West View Area Structure Plan (ASP), originally adopted in 2017. The landowner is looking to begin the development of the West View area and is proposing changes to update the ASP. This is located in the far NW corner of Town. The changes include a revised layout connected to a change in the required buffer area, and a minimal increase to residential density.  

  

Fortis Franchise Fees Increase  

Council increased The FORTIS franchise fee from 17% - 20%, effective January 1st. Revenue from franchise fees is allocated to fund streetlights, special events, the museum, the Evergreen Centre, the library, heritage arts and culture, and general revenue.  No changes were made to the ATCO gas franchise fee.  

  

Parkland Regional Library System 2025 Proposed Budget  

Parkland Regional Library System (PRLS) is the regional library for 64 municipalities in Central Alberta. It supports the work of 48 public libraries, including the Olds Municipal Library. Its annual budget is voted on by its entire membership and requires at least 50% of members to be in support to pass.  Council approved the PRLS budget as presented.
