Below is a quick summary of Council discussions and decisions at the May 27, 2024, Regular Council meeting.

 

Animal Bylaw

Bylaw 2024-05 - Animal Bylaw was given third and final reading.  This bylaw will promote animal welfare, safety measures, and responsible pet ownership while simplifying rules and processes for citizens. 

 

Bylaw Amendments 

The multiple bylaws were introduced for first reading, accepted and a public hearing date was set for Monday June 24, 2024 at 1:00PM in the Council Chambers. For a full list of impacted bylaws and their details can be found in the May 27, 2024 Agenda package.  

 

Provincial Downloading

The provincial downloading report was accepted for information. Provincial downloading transfers responsibilities and costs from the provincial government to municipalities without providing adequate funding to cover these responsibilities. This can result in financial burden, service delivery challenges, and resource disparities. For the Town of Olds, this threatens financial health, livability, and economic competitiveness of our municipality.  

 

2024 Capital Budget Adjustment  

An additional $400,000 from reserves has been approved for the 2024 capital budget. The funds will be used for sanitary pipe relining and meter projects, building on the existing $1.5 million spent on water loss and infiltration mitigation. This investment will enhance infrastructure resilience and prevent future costly repairs. 

 

Residential Development Incentive Program  

The Residential Development Incentive Program offers up to a three-year reduction in municipal taxes on land, as per Council policy 1003C. This incentive has been approved for the Vistas Phase 6B development. The town values residential developers' contributions to community growth and aims to create a competitive and cost-effective business environment for them. 

 

Development Permits  

Development Permits for multi-unit housing developments and other items were approved.  No major issues or debates arose regarding the development permits presented.
